Foreign Minister Roelof F. Botha is reportedly speaking against South Africa`s violations during a meeting with Mozambican officials in Komatipoort, on their shared border, accusing Mozambique of violating the agreement. Just over a year ago, South Africa concluded peace agreements of a different nature with Angola and Mozambique. Under the agreement, South Africa should withdraw all support for Mozambique`s national resistance in the fight against President Machel`s government. Maputo`s government, meanwhile, should stop supporting the African National Congress, a group fighting the Pretoria government, which is illegal in South Africa. The agreement with Mozambique was seen as the cornerstone of U.S. regional diplomacy. But the agreement with Angola failed and the pact with Mozambique did not benefit the Maputo government, which is also Marxist. South Africa`s image last year of a regional power recognized by ideologically opposed black neighbors has broken, replaced by accusations of aggression and duplicity. The Mozambican head of state summoned Foreign Minister Botha to Maputo on Monday and gave him evidence of violations of the non-aggression treaty in South Africa.
